Provide AE design services to include site evaluation determination of requirements recommendations and design for the Renovate Medical Gas Phase II Project 53402103 for the Ralph H Johnson VA Medical Center Charleston SC Specifically project will provide correction to deficiencies identified on the annual medical gas inspection report and during the design phase of the Phase I portion of this project Design work will include installation of zone valves and alarms throughout the Medical Center provision for a onezone system in lieu of several zones servicing specific areas of the Medical Center replacement of nottocode portions of the piping system and complete recertifications of the Medical Gas System Disciplines involved are primarily mechanical but others may be needed All professional services shall be a part of the design team announced in the 254s AE and Related Services Questionnaire and 255s AE Related Services for Specific Projects Evaluation factors not in priority order shall be 1 Team proposed for this project 2 Previous experience of the proposed team 3 Previous related VA Medical Center project of the proposed team 4 Location and facilities of a working offices within a 200mile radius of Charleston SC including the prime firm and consultants 5 Other Control of schedule of design cost estimating effectiveness of the ten 10 most recent projects AutoCAD 14 capabilities Internet accessibilities past litigation involvement proposed design approach cost effectiveness of the team etc Standard Form SF 254s and 255s must be submitted no later than 10402 Faxed documents will not be accepted North American Industry Classification System NAICS code 541310 applies and the size standard is 40 million This solicitation is issued pursuant to the Small Business Competitiveness Demonstration Program It is 100 setaside for small business concerns SELECTION A Selected VA FacilitiesEngineering and Contracting staff will review all submitted experience and qualifications AE 254s255s packages to determine the highest qualified firms short listing B All shortlisted firms will be invited to make a presentation to the VA selection board C The VA selection board with rank and rate all shortlisted firms D A fee proposal will be requested from the top ranked firm E If the VA and the top ranked firm cannot reach an agreement concerning the cost to perform this work a fee proposal will be requested from the secondranked firm All interested firms shall submitted SF 254s and SF 255s to the following Contracting Officer 10N7NLO VA Medical Center One Freedom Way Augusta Georgia 309046285 no later than January 4 2002 Point of Contact at the Ralph H Johnson VA Medical Center Charleston SC is Mr James W Brennan 843 5775011 ext 7229
