The presolicitation issued on 5 May 99 is amended as follows SCOPE The scope of the project is to create two 2 Architectural Compatibility Guides ACG one 1 for Ramstein Air Base to include Kapaun Air Base and one 1 for Spangdahlem Air Base Germany The objective of the guides is to facilitate qualitative planning design and design decisions critical to the base for both short and longterm architectural planning Each guide shall establish parameters which can be given to an Architectural Engineer and the inhouse design staff that clearly conveys architectural uniformity throughout the base The selected contractor will create each guide with a table of contents narratives quality color photographs sketches and a topical index The guides shall consist of a minimum of 150 and 250 pages each The contractor shall provide all labor material photography fieldwork surveys research artwork graphics and photo reproduction The contractor shall perform site visits attend review conferences and provide draft ACG for review at specified times throughout the period of performance The team leader will provide formal presentations in technical English at each base location Period of performance is 150 calendar days The anticipated award time is September 1999 EVALUATION CRITERIA The evaluation criteria for selection of the best technically qualified contractor in descending order of importance are 1 Professional qualifications including registrations and licenses 2 Specialized experience and technical competence in urban planning projects 3 Availability of experienced personnel and the capability to accomplish the work within the required time frame 4 Past performance on contracts with Government and private companies in terms of the requirements being completed professionally architecturally economically functionally and timely 5 Geographic location and familiarity with the architectural character of the local area 6 Project Samples evaluation SUBMISSION REQUIREMENTS Interested contractors meeting the requirements of this notice must complete and submit two 2 copies of SF 254 and SF Form 255 for the prime firm and each proposed consultant and one 1 or more project samples Information outlined in the Evaluation Criteria that is not addressed on the SF 254 or SF 255 may be provided in narrative format All prospective contractors must submit a copy of their current license and certifications showing that they are legally authorized to work in Germany in the trades associated with the requirement or have them on file at USAFE Contracting Additionally firms are required to have a DUNS number If your company does not have a DUNS number you may inquire on how to apply for one at Dun and Bradstreet Deutchshland GmbH phone 0180586333 or fax 06966092349 Please register immediately to enable timely award if your company is selected SUSPENSE Submit required documents no later than 400 pm on July 6 1999 to USAFE Contracting SquadronLGCC Unit 3115 Beschaffungsstelle der US Luftwaffe AM Opelkreisel ROB Gebaeude 164 67663 Kaiserslautern Or if handcarried delivered to USAFE Contracting Squadron Rhine Ordnance Barracks Attn Judith Smith Building 164 Room 217 67663 Kaiserslautern Submissions will be evaluated and once selection of the highest technically rated AE firm has been made a Request for Proposal will be issued to that company This is not a Request for Proposal
