The Research and Special Programs Administration RSPA under the USDepartment of Transportation is being replaced by the Research and Innovative Technology Administration RITA and the Pipeline and Hazardous Materials Safety Administration PHMSA which were authorized on Nov 30 2004 when President Bush signed the Norman Y Mineta Research and Special Programs Improvement Act RSPA had two contracting offices one at RSPAs Washington Headquarters and one at Volpe National Transportation Systems Center in Cambridge MA For the most part the Volpe contracting office will be the new contracting office for RITA and the former RSPA Headquarters contracting office will be the new contracting office for PHMSA Though the Bureau of Transportation Statistics has been reorganized under RITA its procurement activities will continue to be serviced by the contracting office in the Office of the Secretary of Transportation More reorganization details are available at httpwwwdotgovaffairsDOT2805htmtargets on approaching intersecting runways Notification of conflicts shall be based on variable parameters including but not limited to distances and time The conflict assessment shall be adaptable to all of MKEs air traffic configurations as defined by MKE Air Traffic Control The system shall allow the operator to create and store MKE air traffic configurations The system shall allow the operator to load stored configurations by means of a keyboard or mouse operation allowing the system to base the conflict assessment on the current air traffic flow The system shall include two operator high brightness display systems located in MKEs Air Traffic Control Tower The systems shall support the local and ground air traffic control positions The interface shall be based on XWindows The display shall be adaptable for the purpose of adjusting the data presentation to the users preferences or needs ie secondary windows rotation panning etc The operator shall be able to load prestored configurations of the display These prestored configurations shall contain but not be limited to the set of windows center offset and rotation angle of each window color of displayed data and location of textual alert windows The displays shall include the presentation of video tracks and alerts generated by the conflict assessment The display update rate of all data shall be once per second The video shall be from the entire surface movement area the grass in between the runways and taxiways and the approach paths for all runways The clutter shall be suppr essed without operator intervention The displays shall include an overlay map of MKEs runway and taxiway configuration The map shall be accurately registered 20 feet to the track and video data Conflict alerting shall be done through configurable color changes of conflicting targets tracks The alerts shall activate a pop up textual window containing the alert data The operator shall be able to position or size the alert window The alerts shall activate a suppressible audio alarm Alerts shall synchronized on the two displays The display shall have the capability to monitor and display status bits from the radar processor The system shall be Y2K compliant The system shall be delivered installed and adapted to Milwaukees General Mitchell Airport MKEs air tra ffic environment by October 30 1999 The Contractor shall provide written certification that the system is fully configured to the MKE environment and operating within specification Upon receipt of the written certification the Government will perform a site acceptance test Site acceptance testing shall be based on but not limited to the Contractors offered method The acceptance test shall be based on the functional requirements defined above including detection probability false alarm rate coverage area update rate map registration tracker testing and multipath suppression A functional assessment of all operators display functions built in test capabilities and the systems safety assessment and notification capabilities shall also be performed CLIN 0002 Opera tor Training 1 lot The Contractor shall provide 16 hours of operator training for up to 10 students The Contractor shall also provide 10 operator manuals Classroom and laboratory training shall be provided onsite utilizing the installed equipment Scheduling of training shall be done in coordination with MKEFAA personnel within 30 days of systems acceptance CLIN 0003 Maintenance Training 1 lot The Contractor shall provide 32 hours of maintenance training for up to 10 students The Contractor shall also provide 10 maintenance manuals that document system operation variable parameters ie operators screen configurations air traffic flow configurations etc maintenance and first level diagnostic Line Replaceable Unit procedures for the new equipment Training sh all be provided on site utilizing the installed equipment Scheduling of training shall be done in coordination with MKE FAA personnel within 30 days of systems acceptance CLIN 0004 OPTION System Maintenance as follows CLIN 0004AA from date of systems acceptance for 12 months CLIN 0004AB additional 12 months of systems maintenance CLIN 0004AC additional 12 months of systems maintenance The Contractor shall provide 210 hours of hardware and software corrective and preventative maintenance per year Maintenance shall include Contractor travel to and from MKE and all labor and materials required to perform system maintenance Contractor shall provide no less than 48 hours response to telephone notification of malfunction Inspection and acceptance shall be made at des tination The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale Acceptance of the warranty does not waive the Governments rights under the Inspection clause nor does it limit the Governments rights with regard to the other terms and conditions of this contract In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty The warranty period shall
