The US Department of Justice DOJ Justice Management Division Procurement Services Staff intends to issue a solicitation to procure drug testing services to include specimen collection laboratory analysis of specimens and the medical review and certification of test results The anticipated contract will be for a base year of 12 months and will include 4 options which could extend the performance of the contract for a total of 60 months Laboratory services involve the screening and analysis of urine samples for the presence of various illegal drugs Laboratories must meet rigorous testing personnel and security standards and also must follow strict chain of custody procedures provide expert testimony and be subject to regular inspections They must be certified by the US Department of Health and Human Services DHHS under its National Laboratory Certification Program The collection services shall be performed in permanent or temporary facilities at locations across the United States Guam St Thomas St Croix and possibly in other countries throughout the world Information on the location of these facilities where a donor provides a specimen for a drug test will be provided in the solicitation document All collection sites must comply with the Urine Specimen Collection Handbook for Federal Workplace Drug Testing Programs issued by the DHHS Collectors should be available during normal business hours and capable of honoring special requests for drug tests outside of normal business hours and on short notice Medical Review services shall be performed by a licensed physician with knowledge of substance abuse disorders to serve as a certified medical review officer MRO The MRO services will be provided in accordance with the mandatory guidelines for Federal Workplace Drug Testing Programs and the National Institute on Drug Abuse Medical Review Officer Manual The RFP will be available in late December and will be distributed solely through the General Services Administrations Electronic Posting System EPS web site at httpwwwepsgov hard copies of the RFP will not be available The EPS site provides downloading instructions All future information about this acquisition including RFP amendments will also be distributed solely through the EPS site Interested parties are responsible for monitoring the EPS site to assure that they have the most uptodate information about this acquisition
