GENERAL INFORMATION The Federal Aviation Administration FAA Airmen Certification Branch AFS is conducting a market survey to determine if qualified vendors exist for a requirement to provide microfilming pick up and delivery of all documents and delivery of processed microfilm within a 24hour turnaround period The contractor would be required to furnish the necessary management supervision personnel training equipment and supplies unless otherwise specified No travel will be authorized for this requirement therefore the Market Survey is limited to vendors within the Oklahoma City Metro Area The North American Industry Classification System NAICS code for this requirement is 514210 The small business standard is 180 million The contractor is required to provide their companys business size according to the NAICS code In addition the contractor would be required to provide the following services The contractor shall pick up documents to be microfilmed at the designated site at the FAA Aeronautical Center on Federal workdays Monday through Friday The contractor shall microfilm prepared documents The number of documents to be filmed per day will be from 2500 5000 The documents will be received in batches with cover sheets Each document could have several sheets of paper clipped together The sheets shall be filmed in the same order as they are paper clipped together The contractor shall remove the paper clip microfilm all sheets paper clipped together and then staple those sheets together in the middle left hand side putting the top sheet centered above the second sheet After a batch is filmed the documents shall be kept in the same order as received replacing the cover sheet and rubber band The contractor shall develop the microfilm rolls Each roll should consist of a minimum of 3000 images The processed film shall be quality checked to determine if the film contains the images photographed All frames shall be clear and readable The operator after review must determine if refilming is necessary If it is determined that refilming is necessary the contractor shall refilm the documents at no additional cost to the government The contractor shall deliver documents and developed microfilm at the designated site each workday The contractor shall pick up rolls of microfilm from the Registrys Cashier office develop microfilm and deliver processed film at the designated site each workday The contractor shall prepare and provide to the COTR at delivery a manifest listing the number of sheets processed CONTRACTOR REQUIRED SKILLS Contract employees assigned to a task must be fully competent to perform assigned skills Contract personnel will not be instructed onthejob or in classes in basic or generic skillstechniques under the proposed contract Instruction in organization or site specific procedures will be provided by AFS Contractor employees may be included in technical training providedpurchased for government purposes ie change in mission procedures equipment at the discretion of AFS and subject to workloads cost and other FAA considerations GOVERNMENT FURNISHED PROPERTY GFP The Government has the following property available to be used on this contract if necessary Kodak Unit Reliant Model 2000 2 each Kodak Film Unit Model 1978691 2 each Kodak Feed Shelf F08926 Model 1481571 1 each Kodak Workstation Shelf Model 1818509 4 each The contractor will have the option of providing their equipment or using the FAA maintained GFP RESPONSE TO THIS MARKET SURVEY Any information provided under this market survey is for informational purposes only and will not be released The FAA is seeking information from firms that feel they have the personnel expertis
