The National Highway Traffic Safety Administration NHTSA intends to negotiate with the North Carolina State Highway Patrol The National Highway Traffic Safety Administration NHTSA is initiating a study to evaluate the effectiveness of two Federal new motor vehicle standards FMVSS 1 antilock brake systems on commercial vehicles eg mediumheavy duty trucks and 2 upgrade strength configuration and energy absorption requirements for commercial trailer rear impact guards The two studies are entitled Evaluation of Antilock Brake Systems ABS for Heavy Trucks and Evaluation of Rear Impact Guards RIGs for Truck Trailers The data collection for both studies will be conduced simultaneously as the relevant RIGs crash data rear impact crash type is a subset of the ABS crash data all crash types This will allow for efficient costeffective data collection In order to carry out the evaluation studies data is required on highway crashes involving commercial vehicles eg medium duty heavy duty trucks such as single unit trucks combination trucks bobtail tractors etc A portion of the data required for analysis is contained in the Police Crash Reporting Form PCR used by State Law Enforcement Agencies but other data elements such as precrash maneuvers trailer VIN trailer MIL lamp cargo load etc will require a supplement data form to be completed by crash investigators at the crash scene Interested firms should identify their capability to conduct the Crash Data Collection and Evaluation Study as described above The written response must include detail information relating to the specific evaluation studies being requested Expressions of interest without sufficient detail to permit evaluation of ones ability to accomplish the requested studies will not be considered This notice of intent is not a request for competitive quotations nor is a RequestforQuotations solicitation document currently available A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government Information received will be considered solely for the purpose of determining whether to conduct a competitive contract In the absence of responses from interested firms demonstrating their capability NHTSA intends to request a quotation from the North Carolina State Highway Patrol on a noncompetitive basis for the work described Responses must be received by the listed procuring office within 15 days from the date of publication of this notice
