COMBINED SYNOPSISSOLICITATION This is a combined synopsissolicitation synopsitation hereafter which is expected to result in award of a Firm Fixed Price contract for a commercial service90 ie Group Exercise Instructors as described under the attachment titled Performance Work Statement The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation FAR Subpart 126 as supplemented with additional information included in this notice This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued The solicitation is conducted as a commercial service procurement using Simplified Acquisition Procedures FAR Part 13 An award if any will be made to the responsible offeror who submits a quotation that 1 Conforms to the requirements of the synopsitation 2 Complies with the minimum requirements stated in the Performance Work Statement PWS as evidenced by providing a complete description of the services provided and 3 That submits the quotation with the lowest price technically acceptable provided that the price is determined to be fair and reasonable The Government reserves the right to award without discussions or make no award at all depending upon 1 the quality of quotations received and 2 whether proposed prices are determined to be fair and reasonable Synopsitation Number FA860124Q0072 Contents of Proposals Offerors shall submit a detailed response to the solicitation explaining the services being proposed and how the offeror is able to fulfill all requirements of the solicitation A completed Group Exercise Pricing Document See attachment Completion of all applicable representations and certifications contained in the attachments to this synopsitation Written confirmation that the Offerors representations certifications and other facts contained in the System for Award Management SAM record is uptodate and accurate This acquisition is a 100 Small Business setaside under North American Industry Classification NAICS Code 611620 Small Business Size Standard 9M Synopsitation Closing Date Quotations must be received no later than 200 pm Eastern Standard Time on 18 April 2024 Quotations received after that date and time will not be accepted or considered for award Submit quotations via email to melissaprickettusafmil and zacharyhuffman2usafmil Any correspondence sent via email must contain the subject line FA860124Q0072 Group Exercise Instructors The entire quotation must be contained in a single email that does not exceed 5 megabytes including attachments if any Emails with compressed files are not permitted Note that email filters at WrightPatterson Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or contents ie exe or zip files Therefore if the specified subject line is not included the email may not get through the email filters Also be advised that zip or exe files are not allowable attachments and may be deleted by the email filters at WrightPatterson If sending attachments with email ensure only pdf doc docx xls or xlsx documents are sent The email filter may delete any other form of attachments Due to the Department of Defense Firewall it is strongly advised to email the POCs identified in this Synopsitation to verify that proposal was received prior to the cutoff date Address questions regarding this synopsitation to Melissa Prickett melissaprickettusafmil or Zachary Huffman zacharyhuffman2usafmil A detailed description of the requirement including delivery date provisions and clauses representations and certifications and specifications are provided in the attached documents Upon award any provisions that were in the draft contract including representations and certifications will be removed from the award document IMPORTANT NOTICE TO ALL CONTRACTORS All prospective awardees are required to register in the System for Award Management SAM and maintain active registration during the life of the contract SAM can be accessed at httpswwwsamgov Attachments Solicitation Document Performance Work Statement PWS Group Exercise Pricing Document Wage Determination Quality Assurance Surveillance QuestionAnswer NEW QuestionsAnswers attachment is now incoporated as of 12 April 2024 Please see attachment 6
