and evaluation The Bureau supports capacity building of foreign justice law enforcement and corrections institutions  Staff and leadership from hostnation criminal justice agencies need professional foreign assistancefunded training as they improve their own criminal justice systems abroad  INL partners with other US government agencies state and local criminal justice organizations multilateral institutions nongovernmental entities and the private sector to provide a wide range of training both foundational and specialized expertise to hostnation law enforcement corrections and justice personnel to increase their capacity to counter crime illegal drugs and instability abroad The purpose of this INL Training Instructional Design and Support Two TIDeS 2 contract is to provide instructional services for INLs Office of Knowledge Management INLKM  These services shall provide INLs staff and hostnation partners with knowledge skills and attitudes to counter crime illegal drugs and instability abroad INLKM requires development delivery support and sustainment of training  This includes through synchronous and asynchronous training and facilitation including inperson virtual and hybrid training Background  INLs mission is to Keep Americans safe by countering crime illegal drugs and instability abroad  KMs mission is to maximize INL effectiveness by providing services for INL program offices and overseas staff in a customerfocused manner Situated within INLKMs Continuing Education and Training Division CET the Training and Organizational Performance TOP team TOP empowers INL personnel with the knowledge skills and attitudes to accomplish INLs mission and promotes INLs learning culture  INL recognizes that training professional development and talent management are integral components to the success of INL programs worldwide  The TOP team supports the Bureau in defining and evaluating critical behaviors and competencies for the INL workforce and it creates provides and supports INLcentric training and facilitation for both domestic and overseas personnel that are closely associated with administering and effectively managing the Bureaus foreign assistance INL provides staff training and facilitation in three buckets Orientation Prepares individuals to succeed in their new role in INL Technical Provides technical knowledge and skillsbased training that can be applied to many types of programs with different goals and methods Specialized Provides knowledge and skills to better understand and tackle INLs policy priorities INLKMCETs State and Local Partners SLP program leverages the expertise of US criminal justice agencies and personnel to provide training technical assistance and mentoring support to their foreign counterparts  Experts from INLs state and local partners serve on shortterm INLfunded international assignments to mentor and train their counterparts in cooperating countries as well as to host foreign counterparts in the United States for study tours and trainings  Training and mentorship via SLPs work best when INLs programs use State and localpartners for specific interventions or expertise that can be difficult to find at the federal level or to address issues such as combating genderbased violence or promoting community outreach by law enforcement  These interventions directly support INL country program to accomplish their goals and objectives  To improve the efficacy and impact of our foreign assistance training the SLP program has standardized and remote online audience simultaneously  Instructional services shall include learner analysis and design development implementation including training as requested evaluation and curriculum sustainment  Training design development and sustainment shall use an instructional systems design framework adherent to industry standards and all training development and delivery shall employ adultlearning theories and principles  The Contractor shall apply knowledge of learning sciences to develop instructional approaches and select tools systems and processes required for designing and supporting effective and highly interactive training  The Contractor shall Collaborate with Subject Matter Experts SMEs also referred to as Content Liaisons CLs both in and out of INL as well as with INL leadership to design develop deliver sustain evaluate the effectiveness of training Develop and implement evaluation tools using the Kirkpatrick method or other appropriate evaluation model to measure training effectiveness and impact Ensure training materials are consistent uptodate and in line with Bureau initiatives and Ensure foreign partner training uses content related to international standards and best practices rather than policies and laws specific to the United States Three Training Programs for Three Audiences The contractor shall provide instructional services for three training programs with three different audiences Staff Training for INLs staff of about 1500 personnel including those domestic and overseas who design manage oversee or support foreign assistance programs PreDeployment Training PDT for trainers and advisors funded by INL and working overseas to directly implement INLs mission and Foreign Partner Training FP Training for INLs state and local partners who deliver training to foreign government criminal justice practitioners  The Contractor shall provide all personnel materials equipment tools activities deliverables and reports to standardize update and professionalize training and support knowledge and skill retention  The Contractor shall create new training or improve existing training as requested  Attached is a list of existing trainings and a training implementation calendar that the Contractor shall support in terms of delivery evaluation and sustainment  Further below is a representative listing of requirements for the annual development of new training or training support products such as microlearnings or microtrainings  INLKM refers to microlearnings and trainings as asynchronous videos or related mediums of less than ten minutes on a topic  Learnings can simply provide information while a microtraining requires interactivity The actual requirements for training development delivery and related services such as evaluation and sustainment will be provided upon award  Within 30 days of receiving the US governments specific requirements for the base year the Contractor shall submit for approval the first Annual Work Plan outlining how they will deliver on INLKMs training requirements  The Contractor shall manage the work of the contract in accordance with the approved Annual Work Plan or seek adjustment to it if needed  This process will be repeated for each Option Year thereafter  No later than 60 days before the end of the base year and each Option Year the US government will identify needs for the upcoming year  No later than 30 days from the end of the base year and each Option Year the Contractor shall submit for approval an Annual Work Plan outlining how they will deliver on INLKMs training requirements for the upcoming year This contract maybe incrementally funded  In the event of incremental funding the US government and Contractor shall discuss expectations synopsissolicitation that will include the terms and conditions set forth herein  Award may be made without discussions or negotiations therefore prospective contractors shall have an active registration in the System for Award Management SAM database wwwsamgov in accordance with Federal Acquisition Regulation FAR Part 41102 and Part 522047 when submitting a response to this solicitation The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered The following factors shall be used to evaluate offers Lowest Price Technically Acceptable Offers will be ranked lowest to highest according to price A price analysis will be conducted to determine whether the lowest price will result from a single award or multiple awards Based on the price analysis the lowest price offer or multiple offers will be forwarded to the requiring activity for technical evaluation offers in accordance with the specifications will be deemed either technically acceptable or technically unacceptable If the lowest price offer or offers is found technically acceptable and the pricing determined fair and reasonable by the Contracting Officer evaluation will be deemed complete and award will be made based on the lowest price offers If the lowest price offer is determined technically unacceptable another analysis will be conducted amongst the remaining offers to determine if a single or multiple awards will provide the lowest price  The lowest price offers will be sent for technical evaluation This process is repeated in order of price until an offer or combination of offers is deemed technically acceptable and price is determined fair and reasonable Options When applicable the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement The Government NASAJohnson Space Center JSC has a requirement for a 75month lease extension on our Comcast Enterprise Network Services under NASA contract NAS 998114 beginning July 1 2024 through September 30 2030 NASAJSC intends to issue a solesource extension modification to Comcast under the NASA contract for this critical fiber optic point to point link between NASA JSCs main campus and Sonny Carter Training Facility SCTF  The extension will be made under the authority of FAR Part 131061b1 Only One Source Reasonably Available  The extension is required to align with the latest planned decommission of the ISS by September 30 2030 originally 2024  Only Comcast the incumbent has the capacity to provide this leased service as the original installer 1998 and owner of the equipment at NASAJSC Houston Texas  Following a full and open competition the contract was awarded on November 12 1998 to Comcast formerly TCI Network to construct maintain and lease to the Government secure connectivity for ISS data transmission and software testing at NASAJSC Houston Texas between JSC and the newly launched ISS into low Earth orbit  The pointtopoint secure solution includes a 24hour repair requirement to minimize disruption to ongoing testing and data transfers in the event of an onorbit anomaly investigation  Upon decommissioning of the fiber link the contract includes a requirement for the vendor to remove andor demolish the cable run that is on JSC property within the tunnel system Any fiber solution by other than Comcasts for the extension period will require installation of a new dedicated pointtopoint singlemode dark fiber only solution between the two JSC facilities which would be disruptive and incompatible with the current system as the network cannot be routed through any other switching station for system compatibility and security risk reasons to the facilities A standard enterprise network solution will not work for this application as industry standard voice and computer data are not being transmitted via the current JSC Comcast fiber link and cannot be modified at this time to do so No other vendor at this point has the capacity to provide JSC continuity of the current level of Comcast services without disruption The services support NASAJSCs Avionics System Division under the Engineering Directorate The Government intends to acquire a commercial item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1200 pm local time on May 8 2024  Such capabilitiesqualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis A determination by the Government not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the government Oral communications are not acceptable in response to this notice All responsible sources may submit an offer which shall be considered by the agency NASA Clause 185221584 Ombudsman is applicable The Center Ombudsman for this acquisition is EricJSchellnasagov
