The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a sole source basis with Fluke Corporation to design manufacture assemble test and deliver a VXI Low Frequency Calibrator to be installed in the Reconfigurable Transportation Consolidated Automated Support System RTCASS The VXI Calibrator will emulate the existing Consolidated Automated Support System CASS Fluke 5700A Low Frequency Calibrator communication protocols now used in the CASS The VXI Calibrator design will ensure transportability of legacy CASS Test Program Sets TPSs from CASS to RTCASS while maximizing and maintaining the inherent capabilities of legacy CASS TPSs As the designer developer and original equipment manufacturer of the original Low Frequency Calibrator Fluke Corporation is the only known company that possesses the experience knowledge and technical expertise to perform these requirements within the timeframe required Fluke retains proprietary data required to perform the emulation The Government does not own the specifications drawings or data All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government POC is Ms Dawn Chartier Code 25222DC 732 3232933 No solicitation package will be available
