F2965199R0013 presolicitation The 49th Contracting Squadron Holloman AFB New Mexico is seeking qualified business firms capable of performing a SABER Simplified Acquisition of Base Engineering Requirements contract The subject acquisition is for a broad range of maintenance repair and minor construction work on real property at Holloman AFB NM and its associated sites The work is required in support of 49th Civil Engineering Squadron Base Civil Engineering activities The contract will be an indefinite deliveryindefinite quantity type contract and will include a wide variety of individual construction tasks as indentified in the latest RS Means Facilities Cost Data Base Computerized Pricing Guide During the contract period the Base Civil Engineer will identify construction tasks required to complete each specific job and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete those jobs The contractor will be required to furnish all materials equipment and personnel necessary to manage and accomplish the projects The contractor will be required to maintain a mangement office on Holloman AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs Individual jobs will vary in size and complexity The jobs will include tasks in a variety of trades including carpentry road repair roofing excavating interior electrical steam fitting plumbing sheet metal painting demolition concrete masonry and welding The guaranteed contract minimum is 10000000 per year and the proposed maximum is 500000000 per year The average value of the current SABER contract at Holloman AFB is 26 million per year with a range from 2500000 to 50000000 for each delivery order The performance period will be a twelve month basic year with four 4 twelvemonth option years The proposed contract is 100 percent small business setaside for Section 8 a contractors performing in the Standard Industrial Classification SIC 1542 Only Section 8 a firms registered in the program in the state of New Mexico will considered for award The solicitation will be issued via the Electronic Posting System EPS at wwwepsgov in response to the requests received from qualified 8 a firms NO PAPER COPIES OF THE SOLICITATION SPECIFICATIONS PLANS OR BIDDERS MAILING LIST WILL BE ISSUED FROM THIS OFFICE Telephone requests will not be accepted You must register on the EPS site in order to receive notification of changes to the solicitation Any prospective contractor must be registered in the Central Contract Registration CCR in order to be eligible for award Registration requires applicants to have a DUNS number Registering may take up to 3 weeks to process Recommend registering immediately in order to be eligible for timely award5000000 annually 25000000 over 5 year period This solicitation 99RX013 is identical to presolicitation F2965199R0013 Solicitation documents attached Site visit questions due 7 Oct 99 Site visit 14 Oct 99 at 900 am Past performance volune due 20 Oct 99 300 pm Holloman local You must register on the EPS site in order to receive notification of any changes No paper copies will be available
