The Dyess AFB housing goal is to maximize opportunities to provide military families with safe quality affordable housing To this end the Government contemplates encouraging through a Government direct loan a private developer to design build own manage and maintain a minimum of 402 new quality apartments and townhouses for military members to rent offbase in Abilene Texas This new housing project shall provide housing where military families will choose to live The project will include supporting facilities such as a business office maintenance facilities and entertainmentrecreation facilities The development shall be comparable to other privately owned apartment and townhouse developments in the local area Further construction codes and standards used in Abilene Texas for this type of new construction shall also be applied The Government will not convey any existing units or lease any Government owned land as part of this project The Successful Offeror will own the land and the housing units

A site visit will be held for this project at 0900 March 31 1999 The site visit will be held at building 806 on Holloman Air Force Base The Contractor shall provide electrical service to four compartments install two explosion proof lamps to one compartment connect one compartment to existing heat pump unit and install new heat pump and ductwork to three additional compartments building 806 Holloman Air Force Base NM Contractor shall provide ducting from existing 75 ton heat pump unit to compartment labeled WHSE 14L on drawing Duct shall be 12x12 Duct sheeting insulation metal jacket fasteners and caulking compound shall match existing materials Supports shall be provided for new duct Contractor shall provide new heat pump and ducting to compartments labeled WHSE 14P14NU and 14M on attached drawing System shall be similar to existing 5 ton unit providing HVAC to compartments labeled WHSE 14E and 14H J K on attached drawing Air shall be precooled by Master Cool 2 Stage unit Model lMM650C or equal Heat pump shall be 5 ton RUUD UJMA Series or equal Heat pump unit shall include electric heat backup kit Contractor shall provide a 4inch concrete pad and shall be made from Type 5 cement A metal stand for the heat pump unit shall be provided as required by manufacturer Duct sheeting insulation metal jacket fasteners and caulking compound shall match materials of existing system mentioned above Materials such as rust scale dirt and moisture shall be removed from surfaces to receive insulation Insulation shall be installed and secured according to manufacturers recommendations All joints and penetrations shall be caulked andor sealed Supports shall be provided for new ducts Barometric dampers shall be installed in the supply ducts at the inlet to the compartments Compartment temperature shall be maintained by a sensor and a controller and shall provide automatic changeover from heating to cooling Controller shall be a Honeywell Model T7200B or equal Controller shall be mounted on the exterior of compartment labeled WHSE 14M Sensor shall be located in compartment labeled WHSE 14M New water lines to evaporative cooler shall be type K or L copper tubing with wrought copper fittings conforming to ANSI B1622 Underground conduit for new water lines shall be PVC Contractor shall follow all requirements for sealing the penetrations of the Class I Division 2 Hazardous location All equipment installed in the interior of the compartments shall be appropriately rated for the hazardous location All work shall be installed in accordance with the manufacturers diagrams and recommendations All work shall be in accordance with the Uniform Plumbing Code Uniform Mechanical Code SMACNA Industrial Duct Construction Standards and SMACNA HVAC Systems Duct Design Contractor must be a Licensed Mechanical Contractor Contractor shall provide electrical service to four compartments and to new AC unit Power shall be obtained from existing panelboard An appropriately sized lockable disconnect switch shall be installed within sight of the AC unit Circuit breakers inside panelboard shall be replaced as necessary to support any connected equipment Install two explosion proof incandescent 200W light fixtures in locker labeled WHSE 14N U on attached drawing The interior of the locker is designated as a Class I Division 2 Hazardous location All wiring within this location shall conform to the requirements for a Class I Division 2 hazardous location Contractor shall follow all requirements for sealing the penetration of the hazardous location All installed wiring shall be 12 AWG minimum This does not alleviate the requirement to abide by National Electrical Code NEC NFPA 70 1999 for wiring sizing for voltage drop All wires larger than 8 AWG shall be stranded All installed wires shall be copper All wires shall be installed is appropriately sized conduit Exterior conduit shall be Rigid Galvanized Steel Underground conduit shall be PVC Conduit between compartments shall be properly supported by connection to containers near the point where it leaves the container Disconnect switch shall be in a NEMA 3R box All work shall be performed in accordance with NEC Contractor shall saw cut and trench as necessary to run utilities to equipment and compartments Contractor shall place and compact fill Asphalt pavement shall be repaired to match existing construction
