In conjunction with the General Services Administration the Architect of the Capitol AOC announces an opportunity for Construction Excellence in Public Buildings and the intent to issue a Request for Proposals RFP Construction Services for the United States Capitol Visitor Center CVC and related work in and around the Capitol Building Washington DC The CVC will greatly enhance the experience of visiting the US Capitol Building Not only will it provide new educational opportunities for visitors but it will also improve security accessibility and visitor comfort As designed the CVC will compliment the Capitol Building and its surroundings and will become a seamless addition to the Capitol complex The CVC will be located underground on the East Front of the Capitol so as to enhance rather than detract from the appearance of the Capitol and its historic Frederick Law Olmsted landscaping When completed the CVC will contain approximately 580000 square feet on three levels requiring approximately a 196000 squarefoot excavation or footprint on the East Front of the Capitol The CVC will include space for exhibits visitor comfort food service two orientation theaters an auditorium gift shops security connections to existing buildings service tunnels for underground vehicle access to the Capitol loading docks mechanical facilities and storage The CVC will preserve and maximize public access to the Capitol while greatly enhancing the experience for the millions who walk its historic corridors and experience its monumental spaces every year This solicitation will address only a portion of the work required to complete the CVC as noted below The Architect of the Capitol will utilize a best value source selection process to enable selection from among high quality contractors for this procurement The project will be constructed in sequences and requires extensive coordination between this contractor and contractors of prior and subsequent sequences of the work as well as with contractors performing other AOC projects in the immediate vicinity of the project This advertisement is for sequence I of the project which encludes but not limited to Miscellaneous Site Demolition Slurry Wall Construction Excavation and Installation of Load Bearing Elements including Caissons with imbedded Steel Columns The estimated construction cost for Sequence I is in the range of 30 to 45 million Contractor must provide all management supervision labor materials supplies and equipment except as otherwise provided and must plan schedule coordinate and assure effective performance of all construction to meet AOC requirements The Contractor will perform the construction in accordance with the design specifications drawings and the provisions of the contract The solicitation for Sequence I will be issued in two 2 parts Part A will be for technical proposals and will include a set of draft specifications and drawings It will be available on or about 11262001 Under this part the government will evaluate past performance technical and management capabilities in order to establish a list of prequalifed offerors Only those offerors determined to be technical qualified under Part A will participate and advance to Part B Under Part B the qualified offerors will be requested to submit pricing proposals based upon completed specifications and drawings Part B of the solicitation will be issued approximately 45 days after receipt of proposals for Part A The government will award a fixedprice contract after evaluation of Part A and Part B proposals resulting from this solicitation to the responsive and responsible offeror determined by the government to be the best value to the government Under this solicitation pricing and technical merit will be given approximatley equal weight in the evaluation The contract documents will also specify the methodology for negotis of the draft specifications and drawings and RFP Part B Technical Sepcificaitons and Drawings will be issued by the AOC Washington DC In order for potential offerors to be placed on the bidders list for hard copies or CDs respondents must submit a written request via fax to Cal Durgin 202 2282073 or emailed to cdurginaocgov Requests for prime contractors must include a letter from the surety stating their capacity for bonding in amounts covering the estimated prices cited above Any quesitons regarding this synopsis may be directed to Cal Durgin CVC Contract Specialist at 202 2282370 or Dan Correnti GSA Contract Specialist at 215 6566152 This procurement is being conducted under full and open competition on an unrestricted basis under NAIC code 233320

17 -- Expeditionary Airfield Lighting Cable Kit

The Government intends to solicit and negotiate with Metalite Aviation Lighting on a sole source basis for an Expeditionary Airfield Lighting Cable Kit CABKIT which will be a means of distributing power to all edge lights installed at an Expeditionary Airfield allowing continuous support of both runway and taxiway operations A maximum quantity of 15 CABKITS will be procured under an IndefiniteDelivery Indefinite Quantity type contract The USMC Expeditionary Airfield EAF Program provides airfield lighting support to a myriad of airfield scenarios such as remote landing zones minimum operating strips bidirectional runways with or without taxiways and emergency backup to permanently installed systems Currently the USMC is utilizing the Expeditionary Airfield Minimum Operating Strip Lighting System MOSLS MOSLS is a Commercial OfftheShelf COTS system designed manufactured and supplied by Metalite Aviation Lighting located in Birmingham United Kingdom The two prime subsystems of MOSLS the Minimum Operating Strip Lighting Kit MOSKIT Metalite PN S1N105017 and the Supplemental Airfield Lighting Kit SALKIT Metalite PN S1N105016 both utilize the Omnidirectional Runway Edge Light OREL Metalite PN S1N105168 as a core subelement Each OREL is capable of operating from either its selfcontained batteries or an external alternating current AC power source The CABKIT shall not contain its own power supply eg generator but shall be capable of distributing the proper AC power to the ORELs when connected to a variety of external power sources to include the onboard MOSKIT generators The CABKIT must be completely compatible with the MOSKIT and SALKIT The Government does not own any engineering drawings or data rights for the MOSKIT SALKIT or their subcomponents to include the OREL and therefore cannot provide sufficient interface information to competitively procure the CABKIT Metalite Aviation Lighting as the original equipment manufacturer OEM is the only company capable of providing the CABKIT A single CABKIT system shall be capable of supporting 356 ORELs and consist of the smallest quantity possible of similar packages each configured within an International Organization for Standardization ISO Quadruple Container QUADCON shipping container Any single CABKIT package must possess at a minimum all of the capabilities to support 36 ORELs each located 500 feet apart The remaining support shall be for 320 ORELs spaced 250 feet apart Each individual CABKIT package shall be selfsufficient for the number of ORELs it is to support For example if a CABKIT is to support 100 ORELs it must contain at a minimum 100 interconnecting cables 100 mating connectors if applicable 100 junction boxes as applicable etc An additional 500 feet of cable shall be provided with each CABKIT system in order to connect the first light to the circuit Cable reels shall be stowed within the CABKIT containers with the capacity of being removed or stowed by no more than two Marines In addition the CABKIT shall contain a minimum of one portable cable reel stand to aid in the deployment and recovery of cables The CABKIT will be inspected and accepted at Source and shipped FOB destination shipping charges borne by the contractor to Lakehurst NJ Interested persons may identify their interest and capability to respond to the requirement or submit proposals Responses should reference N6833502R3047 A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government No solicitation will be available for this procurement
