PLEASE NOTE THAT THE ADDRESS GIVEN ABOVE IS INCORRECT THE CORRECT ADDRESS IS National Institutes of Health Division of Research Acquisition 6100 Executive Boulevard Room 6E01 MSC 7540 Bethesda Maryland 208927540 The National Eye Institute of the National Institutes of Health intends to negotiate with Brown University Providence Rhode Island for a contract to develop and maintain systematic reviews of all interventions used to prevent or treat eye diseases andor visual impairment which have been evaluated by controlled clinical trials primarily randomized controlled trials The systematic reviews will be published and continuously updated as an electronic classified bibliography and metaanalysesreviews of the effectiveness and safety of eye treatments which have been tested in randomized clinical trials The goal of this project is to develop a critical mass of USbased vision researchers and practitioners who are trained in preparing and using systematic reviews The contractor shall 1 Identify a group of vision researchers who will mentor junior researchers or who will themselves prepare systematic reviews 2 serve as the US coordinating resource center Cochrane Eye and Vision Group CEVG for supporting the preparation of systematic reviews using the Cochrane Collaboration methodology to identify priority areas where reviews are needed train reviewers on Review Manager software advise and assist reviewers in preparation of protocols identify and train peer review volunteers and advise and assist reviewers with preparation and publication of full systematic reviews 3 coordinate US efforts to identify reports of controlled trials and identify relevant ongoing controlled trials 4 hold a series of training meetings ranging from general topics on evidencebased health care systematic review and the Cochrane Collaboration for large audiences to small didactic sessions developed specifically for those wishing to contribute to do hand searches serve as reviewers or serve as peer reviewers 5 provide editorial methodological and technical support to the CEVG in the conduct of vision systematic reviews and 6 disseminate the systematic reviews and updates widely at cost via electronic and hard copy to health care providers researchers etc as soon as new results are available The anticipated period of performance of this contract will be seven years The due date for any responses to this synopsis shall be 45 calendar days after publication of this notice in the Commerce Business Daily The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6302 Interested persons may identify their interest and capability to respond to the requirement or submit proposals This notice of intent is not a request for competitive proposals However all proposals received within fortyfive days thirty days if award is issued under an existing basic ordering agreement after date of publication of this synopsis will be considered by the Government A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement Based upon market research the Government is not using the policies contained in Part 12 Acquisition of Commercial Items in its solicitation for the described supplies or services However interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice
