The Government has a requirement for professional AE Services with Industrial Hygiene Services for Project 64602104U Renovate Prosthetics at the VA Pittsburgh Healthcare System University Drive Pittsburgh PA 15240 Evaluation of the Prosthetic Area is needed to improve work flow maximize storage address patient privacy issues and improve insufficient waiting space Equipment no longer utilized is to be removed with space reallocated to the other functions There are currently seven 7 purchasing clerks occupying a space allocated for four 4 Supervisor and clerical support are isolated from the patient activity and problems include storage of items within room not in the corridors Review of orthotist exam space and configuration is required Wall changes may be necessary impacting electricalHVACplumbing orthotist roomsink Services shall include field investigation design preparation of working drawings and specifications construction cost estimate construction period services as the owners technical representative and reproduction of construction contract documents The AE shall design the project work in accordance with NFPA VA guidelines and directives VA master specifications and all other applicable codes regulations and requirements Disciplines involved will include architectural structural mechanical electrical and environmental AE shall provide complete investigative services site survey to evaluate existing conditions and shall provide coordination review and consultation services through completion of the entire project AE shall also provide professional Industrial Hygiene Services to perform asbestos survey investigations bulk sampling asbestos removal specification and drawings and monitoring in appropriate areas during construction period services AE shall prepare schematics and design development to include drawings estimates and specifications AE will provide three review sessions Schematic due within 30 days from date of award 50 and 100 each due within 30 days from return of approved previous submission Four 4 copies of specifications drawings and cost estimates are required for each review submission Thirty 30 sets of Construction Documents drawings and specifications are required at 100 completion 15 days after final approval All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 50 or higher AE shall review all submissions and provide recommendations to the VA review and provide replies to RFIs review contractors cost estimate and provide recommendations make site visits and prepare written reports to include agreed upon change in design as determined necessary during construction participate in partialfinal acceptance inspections and generate punch list items for completion After construction AE shall prepare and submit accurate complete asbuilt drawings on AutoCAD 2000 Procurement is open to emerging small businesses only An emerging small business is a small business concern whose size is no greater than 50 of the numerical size standard applicable to the assigned code The NAIC Code is 541330 with the small business size standard of 40 million Construction cost estimate is between 250000 and 500000 Award will be made to the AE judged by the VA to be the best qualified for the work See Numbered Note 24 The following additional factors will also apply Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size nature and cost Reputation and standing of firm and principal officials with respect to professional performance general management and cooperativeness Record of significant claims against client because of improper or incomplete architectural and engineering services and specific experience and qualification of personnel proposed for assignment to the project and record of worki

The Office of Naval Research ONR Autonomous Operations AO Future Naval Capability FNC is soliciting proposals from industry academic institutions and other agencies for the development of affordable technology solutions and the validation of performance capabilities required for the future Gladiator Tactical Unmanned Ground Vehicle TUGV programThe Gladiator is an unmanned teleoperatedsemiautonomous highly mobile ground vehicle system intended to provide the United States Marine Corps USMC Ground Combat Element GCE with a variety of mission capabilities that will allow the detection location and neutralization of threats while reducing its risk exposure Examples of these desired capabilities are reconnaissance surveillance and targeting acquisition RSTA direct fire obstacle breaching chemicalbiological weapon detection obscurant delivery engineering reconnaissance communication relay and tactical deception The Gladiator system will consist of a base mobility platform known as a Mobile Base Unit MBU controlled by an Operator Control Unit OCU via a radio frequency RF link The MBU will have builtin RSTA equipment and will be capable of seamlessly accommodating different Mission Payload Modules MPMs according to current mission needs The Gladiator must be small and lightweight enough so that two vehicle systems can be transported in the cargo area of an M1123 High Mobility Multi Purpose Wheeled Vehicle HMMWV A2 It must be simple and durable enough to withstand extreme environments and abuse A system weight of eight hundred 800 pounds including payload and Operator Control Unit OCU has been established as a target To be effective the Gladiator must be capable of traversing all types of terrain including soft soils hills vertical obstacles negative obstacles and water obstacles The Gladiator is intended to operate in hostile areas that would normally pose substantial risk to Marines It may be the recipient of and engage in direct fire activities It must be capable of surviving threats that include smallarms 762 mm fire at close range and antipersonnel mines and grenades Since the Gladiator will suffer attrition as a result of operating in high risk environments system affordability is of paramount importance A target Average Unit Production Cost AUPC of the base system MBU and OCU is 150K A complete description of system performance goals can be referenced in the document Desired Operational Performance Characteristics for a Tactical Unmanned Ground Vehicle Concurrently satisfying the stated performance parameters in an affordable manner will be a challenge The Office of Naval Research intends to award up to four 4 simultaneous contracts in FY02 for the first of a twophase process to help shape the definition of the future Gladiator and with the contractor verify whether or not the majority of the requirements can be simultaneously and costeffectively achieved The Phase I efforts will involve the investigation design and development of unmanned ground vehicle technologies in the areas of command and control mobility modularity system signature reduction durability and survivability which are vital to achieving system performance goals A preliminary system design and performance specification shall be the primary products delivered to the Government at the end of this phase and shall form the basis for a downselect decision to qualify for the Phase II Phase I is anticipated to last ten 10 months The next phase of the program will continue to refine the preliminary designs identify and build candidate technology solutions test them individually and in concert with each other and finally integrate them together into mobility platforms called Technology Demonstration Models TDMs for performance testing and demonstrations Phase II is anticipated to last fourteen 14 months The products of the ON
