of this procurement The Government does not intend to pay for any information provided under this synopsis The government anticipates awarding a firm fixed price purchase order for this requirement FWS salient characteristics that will satisfy the Governments needs for its requirement of tree removal on Sequoyah NWR is as follows The Sequoyah NWR is seeking a qualified contractor to mechanically thin areas of the refuge boundary that contain vegetation including dense mature growth Eastern Red Cedar Winged Elm Sycamore and other species of trees The overall goal is to reduce the risk of wildfire causing damage to private land and oil and gas infrastructure both on and off the refuge This is a nonpersonal services requirement to provide vegetation mastication and vegetation removal on approximately 36 acres each year for UP TO three years a base year plus two 2 option years depending on funding availability and vendor performance The Government shall not exercise any supervision or control over the contract service providers performing the services herein Such contract service providers shall be accountable solely to the Contractor who in turn is responsible to the Government Description of Project Area The contactor will create a fuel break 100 off the entire boundary excluding areas covered with water Only tracked and wheeled machines that provide low ground pressure are allowed No digging grubbing or pushing of vegetation shall occur All stumps must be cut flush or below ground level From the boundary line to 100 inside the refuge boundary mechanically masticate or remove all Eastern Red Cedar trees and all other trees that are 6 inches DBH and smaller Mastication cutting with saws or equipment is permitted Mastication is permitted in the place of cutting if masticated material is evenly distributed and does not average more than eight inches in depth on the ground Cut trees are to be removed from site or masticated The contractor can access the area only during dry times andor during times preapproved by refuge staff If the areas are too wet to handle heavy equipment the work will be postponed in that specific area to minimize critical habitat and soil damage A complete statement of work and maps are attached All bids are to be submitted on a PER ACRE unitprice basis a bid for each project area three project areas and a combined bid for all
