Sources are sought in research and development by the Air Force Research Laboratory Munitions Directorate Ordnance Division AFRLMNM for Hard Target Influence Fuze Technology HTIFT to functionally defeat andor deny access to facilities and areas The purpose of this sources sought synopsis is to obtain qualification packages from contractors interested in submitting proposals for the Hard Target Influence Fuze system to design fabricate and test a module capable of sensing and discriminating both military vehicles and clearing equipment from other vehicles and to develop a preliminary design of the fuze system which uses sensing module data to determine burst point The system design must show a path to a tactical fuze that will reside within a single cylindrical package which fits within the 3 rear fuze well of inventory weapons is compatible with existing guidance kits and survives anticipated impact forces This program will last approximately 42 monthsFirms having applicable interest capability and background should submit particulars in accordance with Numbered Note 25 to AFRLMNK Bldg 13 101 W Eglin Blvd Suite 337 Eglin AFB FL 325426810 Attn Martin Kradlak Firms will be evaluated on their experience personnel and facilities Responses to this synopsis must be received within 15 days from date of the synopsis publication Respondents to this notice will not be notified of the results of the evaluation of information submitted This synopsis is for information and planning purposes only does not constitute an IFB or RFP and is not to be construed as a commitment by the Government Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 522191 for NAICS Code 541710 500 employees The Air Force reserves the right to consider a small business setaside based on responses hereto It has been determined that foreign contractors are prohibited from participation An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition Routine or administrative questions should be directed to the Contracting Officer or Program Manager The Ombudsman does not diminish the authority of the program director or Contracting Officer but communicates Contractor concerns issues disagreements and recommendations to the appropriate Government personnel When requested the Ombudsman shall maintain strict confidentiality as to the source of the concern Potential offerors are invited to contact AFRLMNs Ombudsman Lt Col Mary Quinn 850 8822872 Ext 3420 with serious concerns only Points of contact for contractual questions are Martin Kradlak Contract Specialist 850 8824294 Ext 3411 kradlakeglinafmil and Brenda Soler Contracting Officer 850 8824295 Ext 3206 solerbeglinafmil Point of contact for technical questions is Amy HerrmannSpears Program Manager 850 8822005 Ext 218 See notes 8 13 25 and 26
