99--Transport and Disposal of Contaminated Soil

The Research and Special Programs Administration RSPA under the USDepartment of Transportation is being replaced by the Research and Innovative Technology Administration RITA and the Pipeline and Hazardous Materials Safety Administration PHMSA which were authorized on Nov 30 2004 when President Bush signed the Norman Y Mineta Research and Special Programs Improvement Act RSPA had two contracting offices one at RSPAs Washington Headquarters and one at Volpe National Transportation Systems Center in Cambridge MA For the most part the Volpe contracting office will be the new contracting office for RITA and the former RSPA Headquarters contracting office will be the new contracting office for PHMSA Though the Bureau of Transportation Statistics has been reorganized under RITA its procurement activities will continue to be serviced by the contracting office in the Office of the Secretary of Transportation More reorganization details are available at httpwwwdotgovaffairsDOT2805htmzardous contaminated soil at a fully licensed Sub Title D CERCLA approved facility The Government will provide laboratory analysis of the contaminated soil Manifesting the contractor shall be responsible for preparation of all necessary manifests andor bills of lading An onsite EPA representative will sign manifests or bills of lading The Volpe Center will coordinate with the successful vendor and EPA for the signing of the manifests or bills of lading Photocopies of the Originators Copy of the manifests andor bill of lading shall be provided to the Volpe Center Copies sent to the Volpe Center shall be for the previous two weeks transport and disposal and shall be sent once every two weeks to Volpe Schedule the TD is anticipated to begin on or about July 15 1999 and be compl eted by September 1999 Proposals shall include the following information in a written quotation due on June 28 1999 at 200 PM EST 1unit prices price per ton for transport and disposal of up to 5000 tons of RCRA nonhazardous contaminated soil and four unit priced options for transport and disposal of RCRA nonhazardous contaminated soil as follows Option 1 5001 up to 10000 tons Option 2 10001 up to 15000 tons Option 3 15001 up to 20000 tons and Option 4 20001 up to 25000 tons 2 Discussion of transportation method as well as any limitations restrictions or conditions for the transport of the soil 3Discussion of any treatment method to be used at the disposal facility as well as any limitations restrictions or conditions for the soil disposal 4 L ocation of disposal facility 5 EPA transporter identification number 6 EPA disposal facility identification number 7 Approval requirements 8 Proposed schedule including any identified constraints and lead
