This is a combined synopsissolicitation for photography and electronic imaging services and it is prepared in accordance with FAR 126 as supplemented with additional information included in this notice This is a request for proposals identified as CPNBCJ0791 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 9711 The Standard Industrial Classification Code is 8999 for Services NEC Not Elsewhere Classified The General Services Administration is currently updating and expanding its image library to replace black and white photographs with color images for the majority of products stocked in our warehouse distribution centers The contractors shall provide all management supervision personnel materials and equipment necessary for the performance of the photography and electronic imaging services described in this RFP The schedule for this photography contract should assume a start date of July 9 1999 and a completion date of August 20 1999 The contractors will discuss project management with GSA representatives to provide consultation on the most effective method of photography electronic imaging and logging and tracking for the specific requirements of the project The contractors will assign a project manager to oversee the production and serve as GSAs main point of contact The project manager is expected to be available for meetings to discuss various project specifics and to provide consultation as needed throughout the project Approximately 2000 to 4000 product shots will be required for this proposal GSA reserves the right to award to more than one contractor Each contractor selected will receive no less than 50 products and no more than 2000 to shoot Contractors must submit their bid identifying the cost per item including photography transparency scanning and proofs The price breakdown should be shown ingroups of 100 with the first grouping in a quantity of 50 economies of scale should prevail Quotes must be submitted on the following grouping breakdowns A line item Price for each grouping must show Price Per Color Shoot Price Per Scan Color BlackWhite deliverables to GSA within the established time frame for this proposal of a completion date of August 20 1999 Photography Scanning Photography of approximately 2000 4000 products is required in color to allow for either color or blackwhite output Contractors will provide GSA with 4 X 5 color transparencies for all photography identified with NSN National Stock Numbers Product Identification Numbers and photocode GSA will provide the contractor with a listing of items along with National Stock Numbers NSNs to be photographed in Microsoft Excel format All photos must be taken on 30 grey continuous seamless flat background For cloning or electronic enhancements Pantone 428C should be used Highresolution color and highresolution black and white scans and lowresolution black and white scans must be made of all photography using a drum scanner Highresolution for printing low resolution for laser proofs Contract vendors will provide transparencies and high quality chrome color proofs of each image for review by GSA The color image proofs are requested to ensure correct color balance Resolution of high resolution color images will be 300 DPI Resolution of high resolution black and white images will be 300 DPI Resolution of low resolution black and white images will be 72 DPI File type color images will be saved as PC tiff no compression File type for layout preview images will be saved as TIF automatic preview Scheduling of photography photograph sizing electronic imaging and coding must be coordinated by contractor Contract vendor should provide random color proofing for all photographs to GSA with NSN identification tagging for each photographed item GSA will provide a photographic sizing gridtemplate to contractors Photo codes must be assigned to each image on the Microsoft Excel spreadsheet of NSNs provided by GSA Each NSN must be assigned with the appropriate photo codes and return to GSA in electronic format GSA and contractor will establish photo code prefix All transparencies photo codes and electronic image files will be supplied by contractor to GSA on an ongoing basis in quantities of no less than 50 with a final date of all receivables by August 20 1999 All photography transparencies electronic files and electronic media become the property of GSA All electronic files should be supplied on CDROM in PC Format Photography will be completed at a studio designated by the contractors GSA will arrange or provide transportation of products to and from the photographers locations It is the contractors responsibility to ensure the schedule requirements are met GSA representatives may want to be present at the photo shoots therefore contractors will supply timedate notification of location shoot to GSA In the event of large items that cannot be shipped photographers may be asked to travel to one of the following locations Ft Worth TX Stockton CA Burlington NJ Palmetto GA Travel related costs should be billed separately and outside the scope of the total price submitted for this proposal Award Evaluation Criteria Proposals will be evaluated on the following criteria Technical Proposal and Price Proposal Technical Proposal contains two parts and are listed in order of importance 1 Description of internal scheduling control methods and demonstrated commitment to meet schedule 2 Demonstrated experience on previous similar photography Examples of two 2 previous similar photo shoots must be referenced including a contact name company name and phone number Price will be evaluated on the complete project cost Price rating is rated less than the combined weight of technical evaluation factors Per item prices for each line item and total hours required to complete the entire project must also be included in proposal The evaluation for the price factor will be based on the total project price quoted GSA reserves the right to award a contract on the basis of the initial proposals received without holding discussions with any offeror or may exclude an offeror if their proposal is late unresponsive or not within competitive range Therefore offeror should submit fully responsive proposals
