This is a combined synopsissolicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation FAR Subpart 126 as supplemented with additional information included in this notice This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued This solicitation is issued as a request for quotation RFQ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular and Defense Acquisition Circular at the time of this RFQ The standard industrial classification code is 3491 Industrial Valves and the small business size standard is 500 This procurement is being conducted as a total small business setaside This combined synopsissolicitation is for fifteen 15 each four 4 inch combination pressure reducing surge control and solenoid shutoff valves equipped with opening and closing speed controls CLAVAL model 90AF4H5A 150lb flanged globe or equal identified in this RFQ as Line Item 0001 The valves must be singleseated globe type diaphragm actuated hydraulically operated valves Valves shall consist of three 3 major components the valve body valve cover and diaphragm assembly The diaphragm assembly shall be the only moving part In the event of diaphragm failure valve shall fail closed against flow unless otherwise indicated The main valve shall be driptight when closed Each valve shall have an external indicator to show the position of the valve disc at all times Control valves shall be shipped from the factory as a complete assembly with valve Materials which come in contact with the fuel shall be resistant to the effects of and not harmful to aircraft engine fuel and shall be aluminum or stainless steel unless noted otherwise High level shutoff valve bodies shall be electroless nickel plated ductile iron Each four 4 inch combination pressure reducing surge control and solenoid shutoff valve is a normally closed solenoidpilot operated flow control valve which is typically used for simple single stage flow control at aviation fuel stands The valve has five main features solenoid shutoff pressure reducing surge control opening speed control and closing speed control The valve is to be used with components of the Scully Signal Company Single Point Overfill Prevention System to be installed on aircraft fuel fillstands for the purpose of monitoring and limiting the transfer of fuel between the fillstands and aircraft refueling vehicles More specifically with regard to use of the valve with the Scully system the control signal 120 VAC Hot must pass through the two Scully Signal Company control unit relay output contacts located in the single compartment overfill prevention control monitor Scully model no ST15ELKD part no 08747 and the loading rack to refueler automatic self proving ground system Scully model no ST47115ELK part no 08220 and then to the valveWhen both the ST15 and ST47 are permissive the valve will open When either the Scully sensor is wet overfill condition or the ground to the refueler is lost the valve will close Alternately if the fillstand has a startstop push button station for a loading pump the control signal identified above is wired to this station as a slave device rather than directly to the valve In this case when both Scully units are permissive the startstop station will receive control power AC Hot signal When the start button is pushed the pump will start and the control valve will open simultaneously Delivery of the valves must be made FOB destination on or about 7 Sep 99 A total of fifteen 15 valves will be delivered to two locations Eleven 11 valves will be delivered to Nellis AFB NV 891917227 Four 4 valves will be The General Services Administration is seeking full service AE firms or AE teams with a major emphasis in roofing and waterproofing for the states of Alabama Florida Georgia Kentucky Mississippi North Carolina South Carolina and Tennessee The Product Service Code PSC is 119 and the Standard Industrial Classification SIC Codes are 8711 and 8712 It is anticipated at this time that multiple Indefinite QuantityIndefinite Delivery contracts will be awarded Contracts will be 100 set aside for small business The small business size standard is 25 million or less based on the annual average gross revenue of a firm which has been in business for 3 or more fiscal years Contractors are encouraged to utilize Women Owned and Small Disadvantaged Businesses as team members Consideration of a joint venture partnership will be based on the demonstration of a viable arrangement of interdependency of members and an existing active design production office with its principle place of business located within the states of Alabama Florida Georgia Kentucky Mississippi North Carolina South Carolina and Tennessee Each contract will be for a one year period from the date of the contract award with four one year options The Maximum dollar value of the contract shall be 50000000 for the base year and for each option year with the total contract amount over five years not to exceed 250000000 The professional services to be provided will include but not be limited to architecturalengineering design and related services required in connection with roof construction with roof constructionrepair or replacement project andor engineering surveys condition assessment feasibility studies and engineering reports planning programming studies investigations cost estimates construction inspections design concepts through working drawings and specifications and construction phase services including but not limited to review of shop drawings samples equipment data and other related requirements The contractor may also be tasked to provide onsite quality assurance inspection services during construction and to review submittals and change order requests The anticipated construction costs of these projects will vary from 5000000 to 150000000 depending on specific design limitations For performance of this contract the following disciplines will be required architectural structural mechanical electrical civil roofingwaterproofing historical preservation and cost estimating In addition to the above disciplines performance under this contract will also require compatibility with Autocad Release 14 Under this contract the Government will not indemnity the AE against liability arising out of asbestos or other hazardous materials Firms responding Professional qualifications in the fields of expertise necessary for performance of roof design building envelope waterproofing condition assessments and construction inspection services 25 points b Sufficiency of staff and multidiscipline technical resources available to perform multiple projects concurrently under this contract Include Organization and Quality Assurance plans which identify key personnel and their responsibilities as well as the primary office which will be responsible for the management of the projects Identify the staff assigned to the primary office by discipline and the projects the particular office has completed 25 points c Specialized experience and technical competence by the firm or team in the required type of work This includes suitability of previous work
