MANAGEMENT AND OPERATION MO OF THE NASA MANAGEMENT EDUCATION CENTER AT GSFCWALLOPS FLIGHT FACILITY WALLOPS ISLAND VIRGINIA NASAGSFCWFF plans to issue a Request for Offer RFO for the management and operation of the Management Education Center MEC which includes providing conference support for all Agency Goddard Space Flight Center GSFC and Langley Research Center training programs conferences meetings retreats seminars workshops and human development programs conducted at the MEC facility associated GSFC learning facilities other Agency facilities and designated offsite facilities hotels conference rooms etc Also required is the coordination of onsite GSFC training in the MEC or other GSFC learning facilities supporting the MEC activities Included within the proposed contract are the responsibilities to ensure that the MEC and associated learning facilities onsite lodging facilities Dining Room Caterers Kitchen training room and the Gymnasium and Fitness Center provide the complete environment to support learning In meeting the objectives of the various MEC programs the following support must be provided 1 information technology conference support related to the programs conducted at the MEC 2 coordination of event support and 3 administrative support to NASA users of the MEC Services are to begin February 1 2002 for a period of one 1 year 212002 through 13103 It is anticipated that the proposed contract will be part of NASAs pilot program of issuing Award Term Contracts and will have a potential period of performance of up to ten 10 years The Government does not intend to acquire a commercial item using FAR Part 12 See Note 26 This procurement is a Total Hubzone Small Business Concern Setaside See Note 27 The NAICS Code and Size Standard are 561110 and 5000000 respectively The DPAS Rating for this procurement is DOC9 The provisions and clauses in the RFO and model contract are those in effect through FAC 9722 All qualified responsible sources may submit an offer which shall be considered by the Agency The anticipated release date of RFO500054607 is on or about July 16 2001 with an anticipated offer due date of on or about August 31 2001 An ombudsman has been appointed See NASA Specific Note B The solicitation and any documents related to this procurement will be available over the Internet These documents will be in Microsoft Office 2000 format and will reside on a World Wide Web WWW server which may be accessed using a WWW browser application The Internet site or URL for the NASAGSFC Business Opportunities home page is httpnaismsfcnasagovcgibinEPSbizopscgigrCpin51 Prospective offerors shall notify this office of their intent to submit an offer It is the offerors responsibility to monitor the Internet site for the release of the solicitation and amendments if any Potential offerors will be responsible for downloading their own copy of the solicitation and amendments if any Any referenced notes can be viewed at the following URL httpgenesisgsfcnasagovnasanotehtml
