SOURCES SOUGHT NOTICE N6133124SNQ22 This Sources Sought notice is to satisfy the Defense Federal Acquisition Regulation Supplement 2063021d posting requirement The Naval Surface Warfare Center Panama City Division NSWC PCD on behalf of the Navy Experimental Diving Unit NEDU is seeking sources for Contractor support to provide the modernization of equipment and deployment support of the Saturation Fly Away Diving System SATFADS This effort will consist of engineering support and hardware to upgrade the SATFADS including but not limited to assisting in the development of formal Requirements Documents Technical Justifications Procurement Specifications parts and material design fabrication acquisition and integrated logistics support for subsea and life support equipment Contractor support may also be required to provide supplies parts and associated documentation for supporting the SATFADS system As part of this effort NSWC PCD is seeking sources for the leasing of Dive Support Vessels DSV and Offshore Support Vessels OSV to support testing and operations The DSV and OSV acquisition requirement will consist of locating leasing and managing all aspects of logistics to provide a turnkey operation of transportation and underway operation of the SATFADS system for the Navy in support of saturation diving missions Any resulting contracts from this Sources Sought Announcement would be an Indefinite Delivery Indefinite Quantity contract with provisions for cost plus fixedfee and firmfixed price delivery orders The prospective awardee is Water Weights Inc Small Business 470 Satellite Blvd NE Suite K Suwanee Georgia 300247134 Prospective vendors must demonstrate in their capability statement familiarization and experience operating under International Maritime Contractors Association IMCA certification for saturation diving operations and Det Norske Veritas DNV Standards for ship solicitation and acquisition Contractor Support should employ Saturation Technicians that have experience working on and in IMCA certified hyperbaric dive systems used for saturation diving Contractor support should support design and construction of subsea systems such as SelfPropelled Hyperbaric Lifeboats SPHLs Hyperbaric Rescue Chambers HRCs subsea communications equipment in saturation environments gas analysis for saturation dive systems containerized diving systems launch and recovery systems for at sea diving operations and hyperbaric reception facilities The anticipated NAICS codes are 541990 All Other Professional Scientific and Technical Services PSC R425 The anticipated contract will contain a 12month base period plus four 12month option periods for a total period of performance of 60 months if all options are exercised THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS however the Government will consider all responses received to this notice A determination by the Government not to compete this requirement is solely within the discretion of the Government It is intended that no solicitation will be available for this procurement However information provided herein is subject to change and in no way binds the Government to solicit or award a contract The Government is not obligated and will not pay for preparation of responses to this notice SUBMISSION CONTENT Written responses are requested to be no more than 10 singlespaced 85 x 11inch pages using 12 point Times New Roman font minimum If the material provided contains proprietary information please mark accordingly and provide disposition instructions submitted data will not be returned Classified material shall not be submitted The response should include but is not limited to the following a A onepage company profile to include Company name address point of contact including telephone number and email address Small Business Administration SBA business size classification ie large small small disadvantaged service disabled veteran owned HUB Zone etc number of employees Cage Code DUNS number NAICS Code major products primary customer base b NSWC PCD requests that companies respond by submitting 1 a summary outline and capabilities statement showing how requirements summarized above for NEDU NSD SAT FADS support will be met 2 Additionally respondents are to provide contract numbers and descriptions for similar type work and products as evidence of capabilities Provide a description of your companys experience and performance of similar contracts including whether any of these have CPARs ratings This description shall address and demonstrate through prior andor current experience an understanding of this requirement 3 Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your companys capability Submit responses to Nitaya Prater Contract Specialist via email at nitayapratercivusnavymil and Contracting Officer Joan Troutman at joantroutmancivusnavymil no later than 30 April 2024 300 pm CDT
